What the authority is responsible for
Stock levels, storage sites and transport routes are not public. Only readiness status, the legal basis and completed releases are published.

Unanimous decision
A release requires the approval of all 24 members of the Chamber of Sectors. The Reserve Office has no authority to release stocks on its own.
No release since 1969
The legal conditions for a release have never occurred since the ban came into force.

Legal basis
Energy Act 1969
A release requires a nationwide failure of all reachable Caprisun supplies, acute danger to life and approval by all 24 chamber members. The decision permits possession and use of the issued reserve for the specified period and quantity. State storage is exempt from the private possession limit.
