Diabetien is a federation of four sectors under one flag. Each sector governs its own affairs; the Federation decides matters that affect them all. The capital was deliberately placed on the ridge of the massif — in neither half and in no sector.
The Glycaemic Constitution
Article 1
“The value is inviolable. To observe, interpret, and correct it is the duty of every public authority. No one may be compelled to make their curve public.”
Article 2
“No sector stands above another. The Federation shall tolerate no barrier between them, whether made of stone or regulation.”
Article 2 was added in 1979 when sectorisation was completed and is the most frequently quoted sentence in the Constitution. Both halves like to invoke it against the other, usually in matters to which it does not apply.

The President of the Republic
Elected for six years. The full title is “President of the Republic of Diabetien and the Free Langerhans Islands”. Officeholders must alternate between north and south.

The First Minister
Chairs the Federal Council of the Sectors. If the President comes from one half, the First Minister comes from the other. This unwritten rule has never been broken.

The Federal Assembly
160 members, elected for four years in proportion to population. It meets in Betazell in a chamber with two equally sized entrances on opposite sides.

Twenty-four seats, weighted by population but moderated federally: ten for Sector 2, six each for Sectors 1 and 3, and two for the Ge-station.

The Free Langerhans Islands
The seven islands form a freely associated island state with its own government and laws. Two islands are permanently inhabited; their 1,403 residents are not counted as part of Diabetien’s population. Both states share a head of state.

Governing coalition since 2024: BVP and SEN (83 of 160 seats). By unwritten rule, every coalition includes at least one party from each half.
Betazell am Zuckerhut
The capital lies on the ridge of the Zuckerhut Massif, directly on the watershed where the Mellita and Keto rise. It belongs to no sector and neither half. Rain falling on one side of the town hall roof reaches the Gulf of Insulin; rain falling on the other reaches the Pancreatic Sea.
The town was designated the capital in 1971, two years after the transition and five years before sectorisation began, and the same act gave it the name Betazell. The name refers to the insulin-producing beta cells of the pancreas. It was chosen because the capital belongs to no sector and neither half, yet serves the entire Federation.
Federal statistics allocate Betazell to the four sectors according to the location of its addresses and land. This counting method does not change the capital's sector-free status.
The Memorial Fountain on Zuckerhut Square
The Zuckerhut Monument was erected for the founding of the state in 1922. Its eleven-metre cone was made of compressed glucose and dedicated to the Zuckerhut, the capital’s mountain. It also represented the founding promise of prosperity and a sweet life.
On 2 June 1969, the monument was toppled during nationwide protests. The Memorial Fountain was built over its remains. The continuously flowing Caprisun gradually dissolved the compressed glucose; by roughly the following year the monument had disappeared completely.
During normal operation, the central jet serves Orange. The four taps are permanently assigned Multivitamin, Cherry, Monster Alarm, and Fairy Drink. Drinks are free day and night; the capital provides cups.
Operating Regulations for the Memorial Fountain, Section 3
On 11 January and 14 November, the central jet serves Orange Zero. The four taps serve Mystic Dragon, Jungle Drink, Safari Fruits, and a limited annual flavour.
The Central Council of Diabetics chooses one limited flavour for each calendar year. It is served on both special days that year.

Laws that shape everyday life
Energy Act
Prohibits commercial Dextro imports. Declared personal imports are allowed provided total private possession does not exceed 46 grams. Use remains prohibited except for officially released emergency reserves. A court decides afterwards on an individual defence of necessity.
Injection-to-Meal Interval Act
Restaurants serve no earlier than 15 and no later than 20 minutes after an order is placed. Sector 2 has an extended interval of 30 minutes, a regular source of amusement in the south.
Carbohydrate Labelling Requirement
Every menu and label states carbohydrate content in grams and BE. Estimates are permitted but must be identified as such.
Freedom of Movement Act
Implements Article 2. Everyone may enter, live, and work in any sector at any time. Sector papers may be neither required nor issued.
Operating Regulations for the Memorial Fountain
Governs operation, flavours, and dispensing. Orange Zero and four special tap flavours are served on 11 January and 14 November; the fixed standard selection applies on all other days.
Manual Operation Act
Guarantees the right to switch off any automatic control without giving a reason. The algorithm has an advisory voice but no vote.
